The book seems to be a collection of unrelated stories of history. I finished it waiting for what the title promised. Only one chapter on Power Rules (ch 21 - yes, you read that right ... Chapter 21) has anything to do with the topic or Bursts.
Yes, you need to slog through 20 boring, incoherent chapters from the 1500's to get to the meat. And after chapter 21 ... more non-sense.
